New Mexico State University Grants, as designated Hispanic Serving Institution (HSI), was awarded a Title V Hispanic Serving Institution grant. This is a 5 year, competitive grant, directed by the Department of Education's Office of Post-Secondary Education. A proposal for this opportunity was submitted by NMSU Grants and awarded beginning October 2022. Our initiative is titled "Student Quality in Culture, Comprehension, and Completion" (SQ3C). The focus of the initiative is helping students from the point of entry to their degree or certificate. Attainment as efficiently and effectively as possible, using the Guided Pathways model.

Grant Activities


This five-year grant will allow our campus to enhance services for minority and low-income students. We will focus on increasing retention and completion through high-touch practices and a streamlined path. We will do this by:
  1. Creating a new comprehensive onboarding process and materials that include information. About timeframe completion, total projected costs, campus resources, and career opportunities after completion.
  2. Providing “high touch” or intrusive advising with a point-of-contact case manager for path corrections. Mandatory remediation by support services and nudges and reminders.
  3. Conducting robust data analyses to direct and manage this new operational direction. Enabling the success of this new project with data at all levels including the course level.
  4. Empowering faculty to participate through course redesigns that not only capture data but also improve accessibility and content comprehension.
  5. Providing future sustainability through the endowment.

Program Goals and Measurable Outcomes


  1. Implementing an inclusive Guided Pathways model. With program maps deigned to streamline course selection for degree completion along with co-curricular programs. And post-graduate career opportunities.
  2. Redesigning the advisement process through the role of the case manager for proactive advisement and point-of-contact.
  3. Creating study space equipped with technology and text-to-speech software
  4. Re-designing courses for accessibility, inclusion and diversity.
  5. Provide professional development
  6. Design institution-wide assessment to support the implementation of the Guided Pathways model.
  1. Increasing the fall to fall first time full-time persistence rate of Hispanic and low-income students.
  2. Increasing the graduation rate of Hispanic and low-income students.
  3. Ensuring degree-seeking students are in guided pathways.
  4. Decreasing average credit hours accumulated before associate degree completion.
  5. Increasing the 3-year completion rate.
  6. Increasing reading efficiency and comprehension.
  7. Increasing the number of faculty trained for course accessibility and inclusion and the Guided Pathways model.

Guided Pathways


The Title V Developing Hispanic Serving Institutions project at NMSU Grants. Is using Guided Pathways as the framework for meeting objectives and goals. Guided Pathways assimilates academic and student services. Together in a coherent and intentional system of curricular and co-curricular experiences that match a student's interests and goals. This better prepares them for success. The intention of implementing Guided Pathways is to improve student success and graduation rates.

About SQ3C - Student Quality in Culture, Comprehension, and Completion


New Mexico State University Grants has been designated as a Hispanic Serving Institution (HSI) by the U.S. Department of Education. Our HSI designation allowed us to apply for and be awarded a Title V grant. From the Developing Hispanic Serving Institutions (DHSI) Program. This program provides grants to assist HSIs to expand educational opportunities for, and improve the attainment of, Hispanic students. These grants also enable HSIs to expand and enhance their academic offerings, program quality, and institutional stability.


The Title V DHSI Project is funded by the U.S. Department of Education. The grant is supported by an Internal Monitoring Team (IMT) drawn from faculty and staff members. This group serves as advisors to the project, review reports, formative and summative evaluation data. Assist in instrument design and project access to needed college resources.
